Construction Surveillance Technician (CST) - DoD

Location: Wiesbaden, Germany

Start Date: April 2026

The Construction Surveillance Technician (CST) supports Department of Defense secure construction projects by detecting, deterring, and neutralizing technical surveillance threats throughout all phases of construction. The CST ensures facilities meet U.S. Government security standards and accreditation requirements under applicable Status of Forces Agreement (SOFA) criteria.

The contractor shall provide CST personnel who have successfully completed a 40-hour, industry-recognized CST certification course and possess the technical expertise, judgment, and operational experience necessary to support sensitive and secure construction environments, including SCIF-related projects.

Required Qualifications

  • Completion of a 40-hour industry-recognized CST certification course
  • Ability to meet SOFA accreditation requirements
  • Demonstrated experience supporting U.S. Government secure construction projects

Required Expertise and Skills

The CST must demonstrate expertise in the following areas:

  • U.S. Government security policies, directives, standards, and accreditation processes
  • Technical Surveillance Countermeasures (TSCM) principles and practices
  • Identification of technical surveillance techniques, foreign intelligence devices, and counterintelligence threats
  • Photo Intelligence (PHOTOINT) and Imagery Intelligence (IMINT) techniques
  • Identification of Improvised Explosive Devices (IEDs)
  • Identification of unauthorized materials and methods used to place technical penetrations
  • Recognition and reporting of suspicious behavior
  • Construction security surveillance techniques
  • Inspection techniques and methodologies
  • Conducting inspections of completed work for compliance and anomalies
  • Secure logistics of materials and controlled transportation
  • Technical surveillance of personnel
  • Drafting construction site security plans, accreditation support plans, transportation security plans, and pre-construction checklists
  • Conducting sound testing for STC-rated structures
  • Interpretation of construction drawings, blueprints, and technical specifications
  • Foundations and concrete systems, including reinforcement bar, caissons, footers, and forms
  • Structural steel, welding, fireproofing, and finishing work
  • Wall construction systems
  • Mechanical, Electrical, and Plumbing (MEP) systems
  • HVAC/mechanical systems including chillers, condensers, ducting, and piping in secure environments
  • Electrical systems including power distribution, low-voltage systems, conduit, breakers, and grounding
  • Telecommunications systems including: wiring, splicing, patching, switching, and associated vulnerabilities
  • QA/QC practices and systems for structural, mechanical, electrical, and telecommunications installations
  • Identification of technical exploitation risks during construction and installation phases
  • Access control and site security design and setup
  • Static security techniques and procedures
  • Vehicle search techniques
  • Personnel search techniques
  • Industrial and government security requirements
  • Familiarity with EU manufacturers and construction materials (e.g., rebar, HVAC components, doors, windows, lighting, concrete)
  • Observing manufacturing procedures and escorting/transporting materials from multiple EU manufacturers to Secure Storage Areas (SSAs)
  • Operation of X-ray machines and metal detectors
  • Provision and maintenance of required health, safety, and equipment certifications
  • Producing detailed written reports documenting activities, inspections, investigations, anomalies, deficiencies, and incidents
  • Accurate documentation of construction security processes and findings
  • Working knowledge of construction safety practices and procedures
  • High attention to detail and situational awareness
  • Ability to work independently in controlled and high-security environments
  • Strong written and verbal communication skills
  • Professional judgment and discretion
  • Ability to interact effectively with government personnel, contractors, and foreign nationals
